Virginia Zeani never fled the communist regime, she was allowed to leave
the country to continue her studies in Italy. It was the PM of the first leftist
government after WW2, Petru Groza, who arranged her departure in
February 1947. Her passport was signed by King Michael, who was still
Romania's Head of state (but not for long, he abdicated in December 1947).

Ceausescu came to power 20 years later, in 1967
