Here is why : previous pieces were pastiches and music, considered the least important part of these entertainments, was changed all the time.

Victor Herbert composed this piece, the first in which the music, beautifully composed with first class melodies and orchestration
Held primacy. Herbert was the only composer and held absolute control over the piece. Musical Theater after this piece held to tight control over the material. That is why it is considered the first American musical. 

I suppose Copyrights and royalties came out of this shift.

It was enormously popular.
