At the risk of being repetitious: That is not coyness but brutal economics.
In many cases, the documentation costs more to prepare and more to publish
than the recording itself. In a CD priced as a single, documentation would
be out of the question.

An increasingly popular solution is to provide minimal documentation in the
package and to supplement that with pages online. The user can take what
she wants and print it as suits her fancy. The result is not neat - the
text rarely fits in the package with the disc - but it is otherwise
sensible as well as economical.
